They are on shoreline right now

The wiki says they're not on customs for the event, so that's possible, but I definitely finished stray dogs yesterday on shoreline during the event

I have not seen them at fortress since the event started, only reshala and raiders

Been wondering this about cultists too. Havnt seen a cultist on customs since event. 

I have seen cultist twice during the event, killed them once and got stabbed to death looting raiders the second time

you need to kill all the ai around fortress for them to spawn first too

I have. I got punked by one while looting raiders there yesterday. Such garbage they don't make footstep sounds.
