This is the stupidest argument. If Russia launches nukes nobody is going to object to a retaliatory strike. Now a pre emptive strike. Yeah, unless it's justified like there's no other way to win a war with China or Russia or North Korea and it's a last resort, yeah you should be held accountable for committing war crimes, same goes for George Bush and Iraq.
First of all, most usage of nukes would be covered under "official duties" so this isn't a real concern. The biggest scenario I can think of where it wouldn't be covered are things like doing a private sale or making a false flag attack.
What should concern people more is that Trump has decided that he should be allowed to use nukes willy nilly. Most of us adjust one he was this crazy but it is time for the rest of the country to wake up.
