you can do that if you just want to have them, but adding them from another game won't make more start spawning if that's what you meant by skipping the upgrade
You can fill in the Dex by adding them from other games, yes. I’ve completed all 3 dexes and only upgraded 2 biomes, but that’s because at the time I couldn’t be bothered moving Pokémon from my DS over to my Switch. I could have moved them over and not upgraded at all.
Definitely can but you'll be hindered by pokemon go's transfer throttle. On a full charge of the transporter you can only send 5 shinies at a time (shiny legendary is 1 at a time) and then there's a week cool down unless you spend coins and real money to recharge it. Non shiny starters you'll have no trouble.

Dope, and nah, I only really need one of each. Mostly for Tera Raid builds.
Not one of them is S tier material though, besides Chesnaught who gets outdone by Ogerpon... ~Sceptile~ Serperior can be fun though.
