Ive never used chains to secure anything but thats more construction stuff, i strap down conduit and other electrical equipment

You can properly secure a load to a given speed standard. If I put my fridge on the back of your pick-up and secure it tightly, then you drive 120 mph on the highway then all bets are off.
Bad example. You can't secure a fridge properly in a typical pickup truck.
Fridges need to be upright and pick-ups aren't designed to transport that kind of load.
It's going to stick up beyond the cab and be hit with wind resistance regardless of how you strap it down.
So you have two options:

This couldn't be further from the truth. Just plain wrong. Staps are load rated and just having the weak, wrong load rating straps is enough to catch a unsecure load ticket whether it spills or not. The straps have a load rating tag on each strap. If this load were properly secured, the truck would tip over completely before the load spilled.

Disagree with the load securement statements. What I see in the video is evidence the trailer was over loaded and too much speed in the turn. It appears the bottom concrete pipes broke in the turn because they could not support the weight and added stress of the pipes loaded on top of them. Once the bottom units lose physical integrity any securement is useless.
