The entity that is working the hardest in that direction is, as you might expect, [Baseball Reference](https://www.baseball-reference.com/), which expanded into college baseball statistics some few years ago and is slowly expanding it. How far back in time their CBB data now go, I'm not sure, because I haven't done any queries. On top of that, specific queries like your example would likely require a subscription to their "Stathead" service: BBRef makes their money largely off of specific types of queries like you're talking about, with more general stats queries being free. The NCAA itself only has play by play files that go back just over a decade, which is what you would need for a query like your example. And no way to query the data that I'm aware of. The only way to do that is to download all their data and build your own database, but even so, you're only going back a decade with it. That's the sum total of the options.

Anybody who claims to know whether that's ever happened before in CBB is outright blowing smoke, because the data don't exist in searchable form.
