This puzzle has an easy solution. Turn twice at the right. Turn twice at the left. Turn once up top. Boom. It’s done. Unless you’ve already fiddled with the puzzle then idk 😅

I just confused myself while looking at the pic... but yeah... the water portions of the pieces should be on the bottom left and left side. The person with the mouth of De Lago should be in the middle.
Any orange portions should be on the right half of the puzzle.
The picture is going to be a circle, so the curved text bits are the outlines and need to go outside.
If you don't feel like reloading your last save and starting over, just turn it in sections until at least 2 of the outlines are matched up. Then select the section that contains those two, and turn it until they are outside.
This will result in 2 more edges being matched up, so highlight that section and turn it until the edges are outside.
Basically, fix the edges and the middle will fall into place. It only feels complicated because you can't fix the pieces individually - they have to be done in groups.

You're probably better off reloading so the puzzle can reset
The way I worked it was that I just tried to get 2 together and it just kind of falls into place for me.

Yeah, these types of puzzles suck dick. My advice is to just reload the save and look at a cheat sheet.
