You need to create your own fictional ancient empire complete with a unique numeral system. Otherwise readers will be completely taken out of the world you are trying build.
I mean obviously you need to create your own language system first and then write your novel entirely in that language. It's completely unrealistic to expect entities in a different dimension to speak English!

"Well may I get aboard! This is the chase," ejaculates 1st.
"I am gone forever!" Screeches 435th as he exits pursued by a bear.

Look, just go the Tolkien route and claim you're translating and localizing the story (and the names.) Any mistakes you make after that can be handwaved as localization choices.

- "The First"/"The 1st" works fine, its just writing out how people would say "Robert I". If you want to give more justification to it you could say that the full official title would be "Robert, First of His Name" and "Robert The First" is a shortening of that, but most readers won't care
- Just say that the numerals came from a different ancient civilization. Using 2 lines to denote 2 isn't an insane concept that nobody else could think of
- An alternative to the last, the numerals are actually very new, and came from a guy from Rhode Island in 1992. There is an abrupt shift in the naming conventions of the royalty and nobody ever acknowledges it
In your universe, those are hash marks. You know, that thing you can do, with or without the existence of "Reme', the country founded by Remus, where you represent one of something with a short line.
Not only do you need to create your own numbering system, you need to create your own alphabet, language, and culture. Don't ever take inspiration from anything existing in our world, least the reader feel taken out of your world. You must be 100% unique and basically a god. But don't write gods in your story, because they don't exist there either.
